Conditions for hair cut

I will not cut my hair until 

Terrorists and bandits become peace makers

I will not cut my hair until 

our bad leaders become good leaders to the people they lead

I will not cut my hair until

our bad roads are constructed the way it should be

No haircut for me until

salary arrears are paid, then i would pay for my haircut.
